Capture rate... what? So... killing a monster have 30% chance of being recorded onto your journal before being able to transform into there? Correct me if I'm wrong please.

Certain Transformation are unlocked upon reaching a certain rank, while others, like the NPCs like Morrighan, Nao, or Cichol are obtained through Cash Shop. In fact, they just released a new Hero Coin Set that allow you transform into some of the said NPCs.
